Targets in order of priority:
1. Church Planting in Unchurched Barangays
Of the 42,000 barangays in the Philippines, 26,000 remain
unchurched, 39 million people reside in these 26,000
barangays alone!
2. Church Planting in Underchurched Barangays
Barangays with several thousand residents need more than
one church.
3. Church Planting in Already-churched Barangays
Even in barangays with a church for every 500 residents,
the best way to reach the remaining unsaved residents
is usually through the planting of new churches.
4. Local Church Evangelism
Local churches must always continue to evangelize their
own Jerusalem to grow in quantity.
